ENGEO Incorporated has served as the lead consultant in the formation of the Broad Beach (Malibu, Los Angeles County) Geologic Hazard Abatement District (GHAD). The project, a high-profile beach restoration adjacent to multi-million dollar residential properties, required an innovative solution for an entity that could monitor and maintain beach-related improvements in perpetuity. As the unquestioned leader in GHAD-related consulting services, ENGEO was retained to explore the legal, technical, and financial applicability of a GHAD.
The ENGEO team worked closely with the property owners, legal counsel, the City of Malibu, and other project stakeholders to create an appropriate structure and scope of responsibility. In addition to the monitoring and mitigation of beach erosion, the GHAD is also responsible for the following:
In preparing the key GHAD documents, including the Plan of Control and the Engineer’s Report, ENGEO carefully assessed critical geotechnical and geologic hazards associated with the project, including erosion, liquefaction and seismicity, slope stability, and tsunami-related risks. Additionally, ENGEO prepared a comprehensive budget and related long-term cash flow sensitivity analysis to determine an appropriate and prudent assessment level for the property owners.
The establishment of the Broad Beach GHAD is a clear example of ENGEO’s multi-disciplined yet pragmatic approach in developing innovative solutions that meet the needs of diverse stakeholders for complex engineering problems.
